how to setup or give settings to use paypal standard plugin

When i am selecting Payment method as Paypal standard  from my site http://localhost:15536/checkout/confirm
i am being redirecting to https://www.sandbox.paypal.com/in/cgi-bin/webscr?cmd=_flow&SESSION=WShG_f5uzkUNYgpHGNfTXlUN-FnVKO9IoccQoEquebEeaeqO7yMYDgQHKsO&dispatch=50a222a57771920b6a3d7b606239e4d529b525e0b7e69bf0224adecfb0124e9b61f737ba21b081982546798d23b9808f2b0faaf533a5dbe5l ......

and getting this error
