I faced the same problem.
I am using GoDaddy(1 month economy plan windows server) as my site hosting.
I gave permission for the plugin folder and files.
The error still shows:
Access to the path 'G:\PleskVhosts\rex.cat\temp\Plugins\bin\Nop.Plugin.DiscountRules.CustomerRoles.dll' is denied.
Please help~
