place an order by email

i want place an order by email. instead of using paypal and payment methods after adding products to the cart .

Use the Purchase Order method or the Check / Money Order method.  You can change the name that appears to the customer.  Check / Money Order also has a Description field (see the config page) that would allow you to enter more text to show to the customer.  After an Order is placed, you will both get emails - see the message templates:

OrderPlaced.StoreOwnerNotification
