One page check out doesn't allow 'edit'

I set my site to use one page check-out but in the page, if I tried to edit one of previous steps it wouldn't allow it. I think I might miss some settings.

what browser do you use? what kind of problem do you have? is edit button enabled for previous steps? is previous tabs opening?
