SSL Never got in to action

I have purchased SSL, installed. I can browse http and https versions seperately,

I have enabled ForceHTTPS settings to True. But that is not at all redirecting the website to https.

Some peopple say SSL not needed for other pages except payment, but all paypal redirects are happening without ssl when I browse non SSL version

It should work on every page.

You may need to make sure you do not have any non-SSL files being called, like a custom CSS or such in the head or elsewhere in the code.
Sometimes this will cause browsers to balk at using SSL (mixed content issue).

If you would like to force SSL across all pages on your store please follow the steps below.
#1. While still logged in to your admin panel click Configuration > Settings > General and Miscellaneous.
#2. Click on the Security Settings tab.
#3. Check the Force SSL for all site pages box.
#4. Click Save.
