Plugin "guide management"

Hi everyone,
Looking for nopCommerce developer with really good reputation :)
We need plugin for nop 3.9 => 4.0 (we will upgrade as soon as it releases).
We making a guide module which will contain some public/private data and we want to manage it thru the admin panel (mostly add new items), also it should contain public view (we need to be able to pull data from DB and show in the UI).

Does anyone interested to talk a bit more?
