after Categories import all Categories appears unpublished

Expected
'Published' state should match provided values

Steps to reproduce
1 add Category on site (published)
2 Export it to xlsx
3 open file by LibreOffice Calc 6.2.4.2 x64
4 add few more categories in file (copy-paste lines, edit Id and Name)
5 import file

Not necessarily; they could have just broke something.  It's best to try it in a release version.

I cannot reproduce the issue. Everything works as expected

May be I am doing something wrong
Strange cuz right now has it reproduced on  4.40.3 from current '4.40-bug-fix' branch.
Also have screen casted steps but cannot see here how to attach files.

Happened to me too, I found out that the export set a 1 or 0 for Published value, but the import requires TRUE or FALSE in orde to work.  Just my two cents in cases someone stumbles into this issue.
