Is this plugin seller real? Can someone confirm this seller is not scamming? (hypernop.com)

i have created order for the plugin on their website and then it got me to PayPal and i wanted to pay and PayPal threw error like "This seller cannot accept money"...

is this scamming or something?

i tried to contact them by skype and they are not even online...

can someone from nopcommerce community admit this seller is not scamming?
