The product tags are displayed, if they exist, on the product page.
1. Is there a way to hide them without deleting the tags?
2. If not, can a checkbox be added in Admin Panel at some point to hide/show them on the product page.

Just comment out the tag module from the master page.
If you are using Three column then:
Go to Nop.Web / Shared / _ColumnThree.chtml
Try commenting out tag module like this:
