Do you have a mock up? Do you just was a theme or a complete design?
What type of design? Is it similar to the current one?
Will this include setting up categories, products, terms and conditions and other verbiage?
Usually, it will take 10-20 hours to do a simple-complex theme and up to 100 hours to really highly customize a site. You just need to be more detailed.
My usual rates are $35-50/hr; 25 hour minimum; Retainers of $500 thereafter
