3.1 Error on Admin Content Pages (Topics)

using 3.1 version - no modifications
with about 200 Topics loaded, the page stopped displaying any Topics.

After seeing the error, I modified to set the maxJsonLength property in the controller to 2,147,483,646
but this did not resolve the issue. Probably should paginate the topic list.

Log has this error:

The changeset url takes you page not found page on codeplex.
Can you please post the updates.
Changes to the web.config does not work. I have 3.30 version installed.
