/Login is redirecting to HTTPS

I apologize for the duplicate post, but this issue has returned.

I'm migrating my NOP3.5 site.  The login page is forcing https connection.  I've verified that the web.config has requireSSL="false". It seems to be only the login page.  And the issue had resolved itself once, but it's back again.

Any idea what to check?

Thank you both for the reply.  I set both ssl references to false, but it did not resolve the issue.  I think some of the problem was browser cache.  After moving to another ISP the issue resolved itself.
