I have downloaded the source code and run the project in chrome VS2015 NOP.web  what is the start up page for this project.

You just need to access the website you created in IIS using a browser.
If it is on the default website on your local machine, then http://localhost is correct...
If you published to a remote location, access that location in a browser.
