Shipping Calculation Change

Can the shipping calculation be changed to either be based on the store owner assigning the calculation to the billing or shipping address for an order?  Or just change it to reflect the norm which in the US and most other places in the world, the shipping address as we have to collect sales tax based on the shipping address not the customer's billing address?
