Default or "Public" customer role

Hi:
Is there a default customer role such as "Public" that will automaticaly be given to any customer that registers? This would be very useful for many features which use customer roles such as requisites for discounts, prices, etc.

Am I correct in thinking that in order to configure shipping costs a customer role must be selected?

If so then surely adding a customer to a default role when they self-register is very important?

It just seems odd that this involves a change to the core.
