What is this error? Can you tell me the solution?

and

"Shipping is not allowed
The receive points could not be loaded"

Check your System Log to see if more detailed errors.
What version of nopCommerce are you using?

Things to be noted, you will find lot of logs in log list. To find the specific log for any request, check Page URL and Customer of that log from log details page.
