I WANT TO OFFER FREE SHIPPING TO USA AND FLAT RATE TO THE REST OF THE WORLD?   HOW DO I SET THAT UP?  ANY HELP WOULD BE GREATLY APPRECIATED!   THANKS,  MIKE

configuration-->shipping-->shipping methods

set up your methods - at least 2

1) america
2) rest of world


tick / untick the country recstricions matrix -


then, in configuration-->shipping-->shipping rate computation

set up your shipping costs for each zone
