In general, can we have both UPS and FedEx on the same e-commerce or online shop? or is this against either one of these carriers?
if possible, can we place both logos on shipping page?

Yes, you can have UPS and FedEX at the same time.
Go to Admin section > Configuration > Shipping > Shipping Rate Computation
