I know can be done using bootstrap and many other things but is there some css/class inside nopcommerce that can be place on this and it acts as a carousel

It would require customization. If you're a dev. I think creating a Widget plugin would be best. You can probably use the NivoSlider Widget Plugin as a starting point.
