In Store Pickup - Still charges Additional Shipping Charge (intentional or bug?)

If you set an additional shipping charge of $10 on a product, you are still charged that amount during checkout if you chose in store pickup.

Is this intentional or a bug?

I think additional charge is always additional charge

no matter what type of delivery

i will treat it as intentional
