Access error Nop.Plugin.DiscountRules.BillingCountry.dll

I am using pingdom in which it alerts me when it is down and then up.

I am getting following error message below about 30-50 times a day:

I have checked to make sure that the majordesigns folder and all folders under it have read and write access.

Using GoDaddy
Using IIS 7 and ASP.Net Runtime Version 4.0

    Settings in IIS for majordesigns folder
      
    Anonymous Access (CHECKED)
        
    Directory Browsing
        
    Set Application Root (CHECKED)


Any ideas why I keep getting this error?????

I am not sure I understand.

Last night I was able to finally get it to work, but it is very unstable.  Sometimes it works, other times it does not.  I have contacted GoDaddy and their first response was to upgrade to a dedicated IP address (looks like they are looking for more $$$$$).  I responded back as to that the GoDaddy control panel shows I have a dedicated IP Address (I purchased an SSL license at the same time).  So I am waiting for their response since I want them to check it out.  I have noticed that the site goes up and down a lot in one day.  I setup an account with pingdom and I get on average 50+ emails per day showing the web site going up and down.  And it is giving a 500 error code with the BillingCountry.dll in the message as being unable to access.

I thought NopCommerce was able to run in a medium trust environment?  Do I need to move my site to another hosting company?  

I registered my site about a year ago and I still have not been able to get it up and running with nopCommerce.  I tried with version 1.90 but the slowness was killing me and my client hated it.  So I decided to try version 2.0 since there was positive feedback regarding the speed.  So far I am still at the same point where I started almost a year ago.  

Any help would be beneficial.

Should I try version 2.1 that is still being developed?

I will wait for the release of 2.10 at the end of this week.  I saw the sql script (2.0 to 2.10) which has a bunch of indexes in it.  I am sure that will speed up the loads which is a good thing.

I just tried my site www.majordesignsdollfashions.com about 30-40 minutes ago and it came up fast.  Now I tried it and I get the error message:

Go figure.  Do you think it is the medium trust environment?  What hosting site is recommended that 2.0 will work?

It actually will suck if I need to which hosting.  I purchased a 2 yr plan with GoDaddy and it expires in Sept 2012.  I am sure they won't refund any unused months.

I'm also in the GoDaddy camp. Unfortunately, I need a host that supports Windows ASP, PHP, MSSQL, and MySql all in one plan. GoDaddy does, I can't find any1 else yet who does.

I am experiencing the exact same issues as above with v2.0.
In addition:
1) While on the phone, it seems that the page will oddly work for one visitor, and note for another. IE, the page would display on my pc, and error on thiers. Then it would switch, they could see page, but I got error.
2) Home page is slow to load sometimes
3) Happens randomly seemingly
4) The files in plugins\bin dir are always read only. ( I guess I'm supposed to delete the application pool to change)


I know it free, and you are very busy, but I ask kindly, please get a fix for this by 2.10 if possible. I spent many hours to get this together along with other software only to find it doesn't work on GoDaddy. Sadly, I may be have to ditch nopcommerce, which I really would like to avoid.
