If anyone else comes across this page I found that the links have changed names/locations. BUT I found this info on paypal developers page that has the new info:

----------------------------------------------------------------------------
    Activating PDT

    To use PDT, you must activate PDT and Auto Return in your PayPal account profile. You must also acquire a PDT identity token, which is used in all PDT communication you send to PayPal.

    Follow these steps to configure your account for PDT:

        * Log in to your PayPal account.
        * Click the Profile subtab.
        * Click Website Payment Preferences in the Seller Preferences column.
        * Under Auto Return for Website Payments, click the On radio button.
        * For the Return URL, enter the URL on your site that will receive the transaction ID posted by PayPal after a customer payment.
        * Under Payment Data Transfer, click the On radio button.
        * Click Save.
        * Click Website Payment Preferences in the Seller Preferences column.
        * Scroll down to the Payment Data Transfer section of the page to view your PDT identity token.
----------------------------------------------------------------------------

I will also add the link to the paypal info encase it changes again in the future and this link still has the most up to date info:

Here's an end of 2016 update on where and how to get the PDT token from PayPal:

Log in to PayPal
Click the Profile item in the upper right corner
Under Business Profile, choose Profile and settings
In My Profile, select the My Selling Tools in the upper left area
In the list of items provided, choose Website Preferences

Now do the following at a minimum:

Set Auto Return to On
Provide a return URL
Set Payment Data Transfer to On
Decide how you want to handle the other options (I left mine at default)
Click Save

You will likely be sent back to My Profile. Repeat the first set of steps above and you will now find the PDT Identity token you need in the Payment Data Transfer section of the Website Payment Preferences screen.
