Turn off "store closed"

I have store closed turned on. I can't remember my password and it won't send me an email to reset the password. It only goes to the store is closed. Can I go to one of the files and turn that off?

1. Go to your database > find the table "Setting"
2. Find "storeinformationsettings.storeclosed"
3. Set its value to "false"
4. Restart the application (by "touching" the web.config file)

Still get store closed. Can't get into store and can't retrieve password.

Maybe I'm not correctly touching the web.config file.
