where do I add my returns policy?  and Terms & Condition?

Do you mean that you would like to know where to edit the shipping and returns page?
I am using 2.4 but I think this should be the same for 2.5 and 2.6.

Go to

Admin -> Content Management -> Topics -> ShippingInfo
