I can not successfully setup Paypal Express. I am getting this error:

I looked in the website directory under Templates/Payment/ and I did not see Paypal Express. Is that expected?
the error message is the one from your cart - go into admin -->system --> log and see if you can track the error there, it might better help you understand the problem
