How black list functionality works?

Admin can enter suspicious IP from admin side.
How it is managed that request from those IP can not be responded?

Incoming requests to the website are checked to makesure that the IP address is not in the banned list. If so they are redirected to the banned.htm page.

Actually my question was how that check is made.
But now I got it, it is implemented in BlacklistModule
