Shipping Charges are not Applied

Hello Support,
Although I have configured various shipping charges both in terms of percentage and amount for all shipping methods, when I try buing a product the shipping rates do not apply. I checked if the product has free shipping enabled but that is also not the case. The shipping rates for all options i.e. Shipping by Order Total, Shipping by Order Weight etc. is always zero. Couuld you assist me in tracking the issue. I am using version 1.10 of the framework

Pankaj, have you selected default shipping rate computation mathod? The shipping rate computation methods are controlled via admin area. Go to Shipping, then Shipping rate computation methods. Click required radio button from the grid.

Yes I have configured the default shipping computation method as : Shipping by Order Total. Earlier it was defaulted to: Free Shipping. It still does not work.

Does your order subtotal value meet the shipping ranges that you have configured?

Yes it does. The configuration is that for orders between 0 - 1000 it should charge 10% and between 1001 - 10000 it should charge 5% as shipping charges for all shipping methods.

I guess that shipping value was cached (caching required for real-time shipping rates). Try to update your shopping cart or click "Checkout button". Cache will be reseted.

Are you using multiple currencies?
Do you have any shipping Discounts configured?

In Admin > Promotions > Discounts. Do any have a discount that uses Discount Type of 'Assigned to shipping'?
