Order placed only being sent when payment method is paypal

Using this  "/Admin/MessageTemplate/List" check your desired MessageTemplate IsActive ?


if its not active then how it send for paypal payment. it should not send with paypal payments

message is active.  again those customers that place orders using paypal method receive the email.  those that place using check or auth.net do not receive the email.  here is the order service code:
