shipping amount not be billed to the customer but rather to the customer's employer

We need to have a feature in web store that for some group of customers, make the shipping amount not be billed to the customer but rather to the customer's employer.

We are using V3.80, shipping by weight.

Anyone can help me?

Would you clarify "billed [...] to the customer's employer"?   Are you expecting them to enter their own carrier (e.g. USP) account info?   Or, is it enough to just calculate 0 shipping rate, and your back office will later bill the company?

Customers (of that company or employer) will not pay shipping fee when buy products at store but store will charge customer's employer that order's shipping fee.

What is "calculate 0 shipping rate"?
Is this the same as Free Shipping? If set customer role with "Free Shipping", is it available to get customer shipping fee from backend database easily?

The easiest way is to just use Fixed Rate shipping provider.  Have only one Shipping Method (you can name it "Customer will be billed separately"), and set the rate to 0.
