After upgrading from 3.8 to 3.9 Checkout errors on Shipping Address step

Customer tries to checkout and gets an error "Shipping is not allowed.  Pickup Points could not be loaded."  So I checked the settings in Admin and my pickup points are gone and the "configure" link to add new ones isn't there either.  Any help would be appreciated!

Make sure that that you have at least one shipping method configured.

You need at least one Active shipping provider.

I don't have the "manage shipping methods" button on the Shipping Providers Configuration page either.  Our items are sent by courier and not shipped so I had a customer shipping provider add before I installed the upgrade.

"manage shipping methods" button was moved to provider config page only where it is related - e.g. provider like FixedOrByWeight

Please clarify "had a customer shipping provider add".
If you don't want to prompt customer to select method, you can use Fixed... shipping provider and in the shipping settings set the option to 'skip method selection page if only one shipping method'

I found my defined shipping methods and resolved the provider issue but I still can't turn on the "pickup in store" option because I don't have a configure link to click on and add pickup points.  Is it because I did the no source code upgrade?  That is the one I upgraded with for 3.8 and didn't have an issue.

Pickup points are in Configuration > Shipping > Pickup points
