i want to add new design on my website,so can anyone tell me how can i do that and what is the meaning of rtl name of bootstarp ...

You can create new theme and make design as per template.

RTL means Right to Left.

RTL use for design right to left language contents.

for example if you have template in Arabic or Urdu, in that case you need to use RTL css.
