need consulting to improve Time to First Byte speed

I'm looking for what I think is a few hours consulting to help me improve the speed of response for my site. I've followed all the guides and done a tremendous amount of work trying to identify any configuration mistakes I might have made, but have hit a wall. Not sure if my host is to blame or something I can rectify on my end.
