Backoffice in English / shop in Dutch

Is this possible and how is it done?

Make your own language file with the shop translated to Dutch and use the original English texts for the backoffice (all the items in the language XML that begins with "Admin." is for the backoffice.

Then you can just import this file and you'll have the combination you want.
