Order Notes can't be sent!

Hello everyone.

When i get order and ship them.. me and my customers can't get any emails about the process...

DISPLAY TO CUSTOMER is 'X'

How am i going to make it send??

Order notes are not sent. They're displayed on order details page (public store)
