Promotions - Discounts, doesn't seem to be applying

I'm trying to use the discount that is in the base 1.8 install: '20% order total' discount

I have the following settings:
- Assigned to Order Total
- Had spent X.XX amount
- Unlimited usage
- Does NOT require coupon code

This is not being applied in the cart.  Am I missing another setting somewhere else?

1. Is discount date range valid?
2. If it has coupon code, ensure that it's entered
3. You have 'Had spent X.XX amount' requirement. Is it met? X.XX amount is calculated only on previously completed orders

Ah! "amount is calculated only on previously completed orders"

So this is meant to be a sort of "frequent shopper" discount then?  I was thinking it applied to current carts only.  That would explain why I don't see it.
