NopCommerce does not load the localized values in the administration site

Hi,

Please be informed that we noticed that NopCommerce does not load the localized values for Categories, Manufactures and Specification attributes in the administration side in RTL language.

Version:
Nopcommerce 4.2 and I think it appears in all previous versions.

Steps to produce:
1- Add some Categories.
2- Add RTL values for The above Categories.
3- Change Language to RLT, Expected to see RTL values in Categories and Manufactures DDL but English Values is loaded.
