Not sure, why my shipping and taxes are always 0?
How to fix this?
Any suggestions will be appreciated.

Hi, I had the same problem.  Have a look at https://www.nopcommerce.com/boards/t/7455/vat-configuration-guide.aspx.  This sorted the issue out for me.
