Customize Web API

Hello I am trying to change payload and response of some APIs for FrontEnd_API
I got the code and I know where to change, My question is how can I build and publish it ?
I got a lot of errors form dependences tried to solve it but no hope.
Kindly is there any steps to run the web API local and edit some API ?

For  less then v4.50 you have to use Visual Studio 2019
