In admin Tax Settings page, select "Shipping is taxable".  (If you don't see it, then click the Basic/Advanced toggle button to be in Advanced.)

The issue is in the total.

If you want tax to be calculated, then don't also select "Shipping price includes tax"

Shiping tax (5.22) not sum with the order total, that is the issue. What is your nopCommerce version?

Nop version is 4.30
