Allowed Quantities Bypass on Different store Retail vs Wholesale

so we have two store instances one Wholesale and one Retail both share the same products. We have some Allowed Quantities that are setup for use on the wholesale store but need to bypass those on the retail store. Is there a global bypass setting for the Allowed Quantities? If so where is it?

No.  It would require customization.

I don't think it can be done with just the view. There is a service method that gets called in several places.
