Add new shiping method by weight and State

Hi,

I need to add new shipping method by weigth and state/province. Do anybody know how to do it? Thank you.

Finally i can made what i want after spending almost 2 days to do it. it quite difficult to modify this application for someone still new with entity framework.. Like you said, i took ShippingCountry method as example..
