Ok, so i ran locally, got in the store. Then I modified the settings to point to the new db. My username password and database name are identical to my godaddy server.
I copied the files, the whole thing over to the godaddy server, I am able to loging to admin
and I get same error on my public store:
web.config errorpage is set to off, not remoteonly.
I am stuck now.

Just to help as I can with reporting errors. I attempted my upgrade various times to day. Each time restoring.
Chaning file manager to have proper rights.
Running scripts, both of them on sql database 2008 server.
On two attempts, I ran using webmatrix, ran it locally, then modified settings file and web.config errorpage set to off instead of remote.
Copied in my plugins file. Moved everything back to server, changed rights as needed, and connected to admin page, I get no public store.
