upgrade from 2.5 to 2.8

Can somebody help me? After upgrading when my web-site opens I see the page name_of_site/INSTALL!!! But I copied settings.txt and innstalledPlugins.txt to the durectory AppData. Why do I have that problem? thank you

Are you sure that the Settings.txt is not empty?
