Importing Categories with Publish = True

I import Categories from Excel file.
Import succeeds but the attributes Published is set to False, while at import it's value is True.

When setting ParentCategoryId per Category in Excel I choose the Cell Location of the Parent Category Id (=A01, =A02, etc), instead of the ID value.

Could the last be the cause for these issues?
