How can I apply shipping costs to cart with amount lower than 100 euros?

I'm new to nopCommerce.
I try to apply shipment costs to orders with amount lower than 100 euro excl VAT.
How can I enable this?

You can manage shipping setting from admin panel.
Configuration -> setting -> shipping setting

For a product you can enable shipping by editing the product from admin panel.
