Discount time validity

Hi,
there's a problem regarding start and end date that control of discounts.
At what time exactly it refrers? For instance, if I want to start a promo at 0.00 AM of Tuesday 11th  (so midnight between 10th and 11th) July, and local time is Rome (+2 GMT due to legal time), how do I have to set Start date and time?
