I tried searching for this but did not find anything.
We would like to offer Free Shipping on Orders totaling $75.00 or more by UPS Ground or USPS Parcel Post. Can this be done out of the box with NOP 1.80? If so exactly how is this accomplished.

You can achieve this by going into your shipping methods and by choosing 'Shipping by order total'.
Then in your configuration choose your different shipping methods and set 0 - $75 as a standard price then $75 - $100000000 (Unfortunately you have to put a to number in) as your free price.
You can specify this for each of your chosen delivery methods.
