I have installed Armenian language pack as shown here` https://docs.nopcommerce.com/en/getting-started/advanced-configuration/localization.html
i have checked that XML file's encoding is UTF-8, it contains all correct translations( when i open file as xml i can read characters) and Importing it is successfully done, after installation all the characters is "????????" s, i am adding screenshots as well. I can also mention that i've tried adding my localization, string name and value, but after adding it, it also shows '?????' missing characters, pls help.

Edit` I can mention that this same issue is when i install Russian and got same problem, but installing for instance Portuguese and it works fine
