Skip Payment Method and Payment Information tabs if specific pickup point id selected. How to do it?

On One Page Checkout page I want to skip Payment Method Tab and Payment Information Tab if specific pickup point id (21) is selected and go to Confirm Order Tab..

How can I do it in .cshtml files?
\Views\Checkout\OpcShippingAddress.cshtml
\Views\Checkout\PaymentInfo.cshtml
