v2.65 - One Page Checkout - If only one payment method then...

Issue:
One Page Checkout

Scenario:
Only one payment method is enabled in Admin area: PayPal Standard (Payment method working in PayPal's sandbox).

During the one page checkout process, you will see Step 4 "Payment Method" is skipped because there's only one payment method (logical).
However, when on Step 5 "Payment Information", if you click the "[ArrowUp] Back", it will take you to Step 4.

This step 4 will show text "Payment is not required"
If you click "Continue" (on Step 4), you will get a message saying: "Your order can not be completed at this time as there are no payment methods available at this time." and you will be unable to proceed.

Work-around
- You can click back on Step 4 to be taken to Step 3, and then Step 3's "Continue" will take you to Step 5.

Question
Can Step 4 be also skipped when clicking the "[ArrowUp] Back" on Step 5?

Good morning I implemented the above one page check out fix, worked ok for Internet Explorer
but testing with Safari & Chrome didn't function correctly, Billing address did not display (Combo box or Command button missing section), but the six tabs below did
